Cat Holm
Founder & PrincipalCatherine “Cat” Holm is a government affairs attorney with nearly a decade of experience advocating before the Washington State Legislature and state agencies. Since 2018, she has represented a diverse portfolio of clients in Olympia, including businesses, ports, education organizations, economic development groups, and energy interests.
Cat is the founder of Black Cat Government Affairs, established in 2026. Prior to launching her firm, she was a state lobbyist at Gordon Thomas Honeywell Government Affairs, where she represented a range of clients. She also served as Policy and Government Affairs Manager for Instacart, leading advocacy efforts across 11 western states, including Washington, Oregon, and California. Earlier in her career, Cat was the Director of Government Affairs and Legal Counsel for the Washington Food Industry Association, representing independent grocers, convenience stores, and their suppliers statewide.
Cat holds two bachelor’s degrees from Washington State University and a law degree from Gonzaga University. She is an active member of the Washington State Bar Association, Clark County Bar Association, and Washington Women Lawyers.
Cat lives in Vancouver, WA with her husband, Dakota, and golden retriever, Indiana Bones.
